The National Coordinator is responsible for overall coordination and overseeing the implementation of NRFP activities. Specifically, the coordinator will have the following duties and responsibilities.
Manage the NRFP Coordination team;
Supervise all the NRFP implementation processes and provide necessary guidance;
Prepare the annual work plans and budgets for approval by the Ministry of Finance;
Support regional NRFP implementation units procuring goods and services;
Support regional NRFP implementation units on financial management and accounting;
Mobilize resources from the Government, development partners and private sectors to best leverage the NRFP;
Facilitate rice related Knowledge management activities (preparation of reports and other knowledge products related to NRFP implementation);
Ensure compliance with environmental, gender and other social safeguards;
Monitor and Evaluate NRFP activities and prepare reports; and
Report to the State Minister, the Crop Development Lead Executive and JICA on the status of NRFP, including financial reporting on a monthly basis, and update those to the relevant Stakeholders;
Build and maintain an effective relationship with key partners and stakeholders, working on Rice Sector (Government, Development partners, Private Sector and others);
Organize stakeholder workshops to facilitate information sharing and strengthening partnerships; and
Carry out any other tasks the State Minister, Crop Development Lead Executive and JICA assigns to achieve the program objectives.
Job Specification
Excellent communication skills (written/oral, negotiation, networking, and presentation) in both Amharic and English;
Excellent analytical aptitude, communication, writing and presentation skills;
Ability to function at both policy advisory and project implementation levels.
Good IT literacy, specifically computer programs and internet capabilities;
Good interpersonal skills and understanding of the Ethiopian Agriculture Sector and Rice Sector ;
Demonstrated skill in multistakeholder platform facilitation and working with diverse actors, including development partners; and
