Job Description

ThinkWell seeks a dynamic and experienced Senior Financing Advisor specializing in health financing for an anticipated USAID project in Ethiopia. The Senior Financing Advisor will play a crucial role in providing technical financing assistance to the Ministry of Health, Regional Health Bureaus, and woreda health offices. The Senior Financing Advisory will work at the intersection of health financing and supply chain strengthening to help ensure access to and the availability of quality-assured health commodities to all Ethiopians.

This is a full-time position based in Addis Ababa, Ethiopia.

This position is contingent upon award.

What You'll Do:

  1. Lead ThinkWell’s technical assistance across various health financing areas.
  2. Provide expert guidance and technical assistance to the Ministry of Health in Ethiopia on health financing strategies and policies, including revolving drug fund operationalization and improvement, resource mobilization, costing, budgeting amp; planning, and resource tracking.
  3. Support capacity building activities for key stakeholders on health financing and public financial management issues.
  4. Collaborate with key stakeholders to identify opportunities and challenges in the current health financing and medicines supply chain landscape.
  5. Analyze and recommend contextually appropriate financing approaches to strengthen the resilience and responsiveness of the supply chain and health system.
  6. Establish and maintain effective collaborations with key partners, government agencies, and other stakeholders involved in health financing and supply chain strengthening.
  7. Coordinate with relevant actors to ensure a cohesive and integrated approach to health system strengthening.

Requirements

  1. BA/BS and 10+ yrs exp or graduate degree and 8+ years of exp.
  2. Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences.
  3. Previous experience and proven track record in providing technical advice to high-level stakeholders on health financing topics.
  4. Expertise on research and assessment design related to health financing.
  5. A strong understanding of the current health financing landscape in Ethiopia.
  6. Demonstrated experience designing and delivering capacity building related to health financing.
  7. Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders.
  8. Full fluency in English and Amhara.
  9. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas.
  10. Ability and willingness to travel up to 25%.
