CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia.

CST Ethiopia is implementing a 2017-21 country strategic plan focused on two programmes Women’s Empowerment and Resilient Communities, which integrates sustainable livelihoods, humanitarian and other (e.g. peacebuilding) programming. More than 50% of CST Ethiopia’s programme is funded by Institutional funds from Irish Aid, EU, Jersey Overseas Aid, Scottish Government, and other grants that require significant demands for clear results and high programme quality management at country level. For this purpose CST Ethiopia, is looking for a competent MEAL Officer to overlook and guide the Programme staff on key technical support on MEAL.

The MEAL Advisor will be responsible for :-

• Ensuring a systematic approach to Monitoring, Evaluation, Accountability and Learning (MEAL) in the CST Ethiopia Programme and will support the implementation of the country programme Mamp;E system,
• Working closely with partners on improving their internal Mamp;E systems, providing coaching and accompaniment to partner staff in MEAL capacities, skills and tasks.

Provide technical support to CST Ethiopia Programme Team:

• Provide training and technical advice on monitoring, evaluation, accountability and learning to programme staff.
• Provide technical support to the programme team to design, implement and update the Programme/Projects MEAL plans at programme, grant and project level.
• Support Programme team in conducting timely monitoring and learning activities, including quality assurance of the design and use of data collection, and analysis tools that contribute to quality reporting, increased accountability, visibility of programme impact and continual programme improvement.
• Provide technical support and guidance to the Programme Team on data collection, analysis and interpretation including qualitative and quantitative methodologies.
• Provide training and technical support on effective use of results based management to programme staff.
• Provide technical support on the design, updating and reporting on Result Framework for Programmes and Projects especially Irish Aid RFs.
• Support Programme Team on identifying feasible indicators for the initiatives of CST Ethiopia intervention areas like the Market System Development Approach, Peacebuilding and reconciliation, Protection, Psychosocial Support and GBV. This includes the use of Trócaire global and common indicators.
• Provide technical support to the Programme Team on measuring reach including the annual collection and reporting of reach at country level.
