Job Description

CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia.

CST Ethiopia is implementing a country strategic plan focused on two programmes Women’s Empowerment and Resilient Communities, which integrates sustainable livelihoods, humanitarian and other (e.g. peacebuilding) programming.

As part of the CST Ethiopia Programme, CST Ethiopia/Trócaire has secured a grant from EU under the EUTF for a project entitled Stability and socio-economic development for vulnerable and marginalized communities in the Tigray region of Ethiopia (T05-EUTF-HOA-ET-76). The overall objective of the project is to promote stability and socio economic development in vulnerable and marginalised areas of the Tigray region, in Ethiopia. The project has two components namely; i) Promotion of peace building and conflict prevention among local populations living in peripheral areas of Tigray at regional, zonal, woreda and at community levels and ii) Improvement of socio-economic opportunities for the most vulnerable and marginalized populations of the Tigray region. The project is going to be implemented in partnership with 7 implementing partners for 42 months with a total budget of 5.89 million, starting in July 2021.

The project is going to use Market System Development approach/ MSD approach in its implemention of the second component that is the improvement of socio-economic opportunities for the most vulnerable and marginalized population of the targeted areas.

CST Ethiopia is seeking to hire a MSD Advisor with relevant experiences on MSD approach and its application for providing technical support and accompany them during implmnetion.

Scope of Role

The Market System Developmnet Advisor reports to Consorrtium Manager. The Market System Development Advisor is an important role in the Ethiopia Country programme and works closely with the Consortium Manger, CST Programme team, Business Development amp; Compliance Advisor, MEL-Advisor, Consortium members and other stakeholders to:

  • Provide technical support on Market System Development/MSD approach to EUTF- Consortium members of ADCS-Ad,REST,VIS, Famp;S, and other Stakeholders to implement the project entitled Stability and socio-economic development for vulnerable and marginalized communities in the Tigray region of Ethiopia (T05-EUTF-HOA-ET-76).
  • Facilitate and build the capacity of Consortium members on MSD approach
  • Ensure that the women’s empowerment theory of CST Ethiopia is well integrated into the project and all activities at different level are well captured using the gender lense.

Key Duties amp; Responsibilities

Provide technical support on MSD approach to EUTF-Consortium members

  • In coordination with the EUTF-Consortium Manager, Programme Manager, Business Development amp; Compliance Advisor, and Resilient Communities Programme Coordinator ensure that the project entitled Stability and socio-economic development for vulnerable and marginalized communities in the Tigray region of Ethiopia (T05-EUTF-HOA-ET-76) is applying MSD approach as mentioned in the project proposal approved by EU
  • Jointly responsible with partners for the effective implementation, monitoring, evaluation and reporting on the project, in line with jointly agreed standards (programme cycle management) and EUTF requirements;
  • Ensure the implementation of the project activities as per the outcomes, activities, budget and timeframe indicated in the EUTF contract
  • Work in collaboration with Consortium Manager at partner head office to ensure the appropriate technical direction of the project and that the expertise and experiences of all Implementing partners can be brought to the project
  • Ensure timely technical support is provided, drawing on CST Programme, Partner head office or consultancy backstopping support where appropriate
  • Ensure the documentation of learning in a way that all stakeholders can engage with and use as a learning tool and that it is communicated to EU-delegation via CST-Ethiopia in an appropriate manner
