*Please note that the position is contingent upon contract award*About The ProjectThe project will build bridges across divides among stakeholders from diverse backgrounds to collaboratively and inclusively increase demand-side governance. Further, the project seeks to strengthen Ethiopia's civic fabric by supporting collective action by civic actors to advocate to and engage constructively with the government in order to create more inclusive, accountable, and citizen-responsive policy and governance processes.The Position:Search seeks an experienced Component Lead - Governance with strong experience working with conflict-sensitive governance programming, including demand-side engagement with civil society organizations and/or media actors. S/he should have experience working with stakeholders from diverse backgrounds and perspectives, and working to develop collaboration and collective action. In addition to governance technical expertise, the candidate should also demonstrate coordination, supervisory, communication and project management capabilities, including budget monitoring. S/he will provide technical, management, and strategic vision to the implementation of the governance and advocacy component by working with project staff, national partners, and other stakeholders to ensure that the project meets performance-based targets on-time and within budget, as per donor requirements. S/he will coordinate governance and advocacy programming in the building of community trust; develop and deliver on advocacy objectives. The Component Lead - Governance should be able to work with multiple partners, as well as have a good technical mastery in the areas of local and inclusive governance and the engagement of civil society organizations (CSOs) in Ethiopia, or similar contexts. S/he will work closely with the project team to strengthen the linkages between formal governance structures and community conversations.Main Responsibilities:

Project Management:
  • Ensure that the project is supported by the necessary management plans and that they are the result of close collaboration and consultation with the various departments of the organization
  • Organize regular project progress review meetings to ensure that budget projections and business planning are realistic
  • Ensure that the implementation of the project is done according to the planned schedule
  • Ensure effective communication and the implementation of monitoring tools
  • Ensure proper implementation of the governance and advocacy activities and ensure continued alignment with the project log frame and budget
  • Provide technical and sector inputs during planning, organizing and coordination of project monitoring processes, assessments, surveys, research and evaluation

Budget and compliance:
  • Ensure daily budget monitoring and compliance with budget planning, and coordinate with the various partners for corrections as necessary
  • Ensure that the funds allocated to the project are used in accordance with forecasts and that the accounting allocation is in line with the budget
  • Ensure that all expenditures are made in accordance with administrative, financial and operational procedures of Search and the donor, including in the approval of expenditures and their documentation
  • Ensure that funds are made available to the project and its partners on time and in accordance with internal procedures

Quality assurance:
  • Conduct periodic field visits to ensure the quality and integrity of project implementation, including adherence to technical guidelines, administrative systems, and established deadlines
  • Ensure that the implementation of activities corresponds to Search's vision, in particular by contributing to the implementation of the Common Ground Approach

Partnership management:
  • Represent Search in all communication and coordination meetings with consortium members, speaking to the Governance component of the project
  • Establish and manage partnerships according to Search procedures
  • Ensure the respect of the values, rules and procedures of Search, in relation to the management of partnerships and relations in the field

External Coordination:
  • Ensure close collaboration with the politico-administrative and security authorities for the definition, adaptation and implementation of planned project activities
  • Participate in existing coordination mechanisms on governance issues to ensure the approaches and activities carried out by the project are complementary

Reporting :
  • Compile and submit narrative reports in time for review; evidence based technical reports and activity plans

Team management and supervision:
  • Participate in the recruitment of staff assigned to
