Job Description

CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia.

CST Ethiopia is implementing a 2017-21 country strategic plan focused on two programmes Women’s Empowerment and Resilient Communities, which integrates sustainable livelihoods, humanitarian and other (e.g. peacebuilding) programming.

A great opportunity for individuals looking to develop a career in HR and/or work towards Office Management, the HR Advisor is a key role managing administration within the Finance and Administration team. This post will facilitate the smooth running of the CST ETHIOPIA office through:

  • Office coordination, internal communication and Administration
  • HR administration, advice and local labour law expertise
  • Facilities management (including support staff management)

The post holder will be part of the Finance and Administration team, oversee, and manage an office cleaner. The post holder will liaise with all programmes and finance staff in terms of overall office communications, supplies, facilities, IT Support. As HR focal point the post holder will also work with Human Resources staff based in Maynooth as required.

The role will hold oversight for IT amp; IT infrastructure

Directly line manages Office Cleaner

Not a budget holder but has a small allocation to manage for office properties including supplies.

Key Duties amp; Responsibilities

  • Office Coordination and Administration (20%)
  • Support managers in internal communications (e.g. ad hoc meetings, announcements, absences, updates)
  • Ensure sufficient office supplies (e.g. stationary, water, tea, coffee, sugar, cleaning supplies)
  • Maintain general files and office records (paper and electronic) archiving old documentation as needed. This may include legal agreements and correspondence.
  • Ensure sufficient supplies of CST ETHIOPIA resources, stationary etc for the use of office staff.
  • Ensure office handbooks, processes, policies and procedures are disseminated to all staff as needed and source documents are stored in all user files
  • Maintain records of key dates i.e. official holidays, expiry of agreements and inform relevant managers.
  • Maintain contact addresses and update regularly
  • HR Administration, Advice and labour law expertise (45%)
  • Work alongside line managers to schedule and co-ordinate their recruitment (e.g. collate documentation, agree panel members and ensure interviews and tests are planned and diarised)
  • Place recruitment adverts in accordance with local labour law and Trocaire’s online system workable
  • Provide longlisting support where requested and coordinate shortlisting and interviews including inviting candidates and arranging any associated travel and accommodation
  • Meet and greet candidates who attend interviews and administer selection tests
  • Ensure compliance with pre-employment checks (e.g. right to work/references)
  • Ensure offer process and correspondence is completed and recruitment documentation maintained or archived as appropriate
  • Compile offer letters, contracts of employment, joining material and other staff change letters for individual staff members
  • Undertake HR inductions with new starters
  • Maintain contact records for all staff including contact details and emergency contact / next of kin information and send any change in staffing detail to HR in Maynooth if needed
  • Ensure ongoing maintenance, improvements and confidentiality (where needed) of HR filing systems (e.g. staff personnel files, staff handbook, policies, templates and forms)
  • Update and communicate changes to policies with support from HR Maynooth and the Finance and Admin Manager
  • Answer queries from staff and managers on contractual entitlements and benefits
  • Support employee relations cases as required both administratively and though labour law advice to managers and HR Maynooth
  • Provide advice and support to staff and managers on policies, referring to staff handbook and Maynooth based HR Advisor as appropriate.
  • Deliver exit interviews, and maternity meetings
  • Refer more complex HR issues to the HR Advisor in Maynooth
  • Support HR Advisor in annual update of the staff handbook
  • Oversee absence management through advice to managers and staff on annual leave, compassionate leave, maternity leave etc. and record absence and alert managers to issues/concerns
  • Ensure provision and understanding of local medical insurance cover obtaining quotes and renewing cover annually. Collect medical receipts from staff and send to Insurance for reimbursement and follow up with the insurance company for timely claim reimbursement
  • Prepare a monthly personnel report for the Country Management Team on staff leave, manpower statistics, sickness and training
  • IT Support
  • Provide IT support in collaboration with the Regional IT Engineer and HQ IT team
  • Agresso HR- Ensure Update employee records maintained in the database.
  • Workable recruitment system- work alongside line managers and recruitment panellists recruit the required staff using the systems starting publishing advert, long listing, shortlisting, arranging tests, offering etc.
  • Safeguarding -Internal-Facing Role
  • Maintaining awareness of safeguarding with staff, including staff refreshers
  • Ensuring staff members have signed the relevant safeguarding policies
  • Ensuring new staff members receive a safeguarding induction as part of their overall induction
  • Ensuring consultants have signed the safeguarding self-declaration form
  • Ensuring visibility of Trócaire’s commitment to safeguarding within the office, e.g. Commitment Statement Poster, Staff Reminder Poster
  • Liaising with Human Resources colleagues (or other relevant colleagues) so that the Safe Recruitment Checklist is used
  • Acting as a point of contact and conduit for general safeguarding-related information, updates and initiatives between the Country Office and HQ
  • Supporting internal safeguarding-related initiatives and activities, e.g. Trócaire’s yearly internal safeguarding week
  • Supporting the annual self-audit process (alongside the Country Director)
  • Receiving reports of concerns or disclosures in the absence of the Country Director, or where an individual is more comfortable to speak with the Safeguarding Focal Person first

  • 3-5 year of demonstrated eexperience in Office Administration;
  • Proven experience in Human Resource Administration including sound understanding of recruitment processes; experience in supervision and coaching dynamic team
  • Good understanding of Ethiopian labour law
